An exceptional engraving of the Old Executive Office Building in Washington, D.C., personally signed and inscribed by First Lady Jacqueline Kennedy to Lorraine Cooper, wife of Kentucky Senator John Sherman Cooper, who would become one of the seven members of the Warren Commission appointed to investigate the assassination of President John F. Kennedy.

The cream-colored card features a detailed engraved view of the imposing Old Executive Office Building, the great Second Empire government building immediately west of the White House. Constructed between 1871 and 1888 as the State, War, and Navy Department Building, it later became known as the Executive Office Building and ultimately the Eisenhower Executive Office Building. 

Beneath the engraving, Jacqueline Kennedy has personally inscribed the card in blue ink:

"To - Lorraine Cooper
With appreciation and best wishes
Jacqueline Kennedy"

Lorraine Cooper was the wife of Senator John Sherman Cooper of Kentucky, a prominent Republican senator, diplomat, and associate of President Kennedy. Following Kennedy's assassination, Cooper was appointed to the commission charged with investigating the President's murder.

The engraving remains attractive and well preserved, with Jacqueline Kennedy's handwriting clear and readily legible. There are areas of light staining and minor surface disturbance along the lower edge, together with scattered evidence of age and handling. The reverse is largely blank with minor age-related spotting. These condition characteristics do not materially detract from either the engraving or the important Kennedy inscription.

The most compelling historical association of this artifact is its connection to the Warren Commission. Jacqueline Kennedy inscribed the engraving directly to Lorraine Cooper, whose husband, Senator John Sherman Cooper, would soon occupy an extraordinary position in the investigation of President Kennedy's assassination.

John F. Kennedy was assassinated in Dallas, Texas, on November 22, 1963. One week later, on November 29, President Lyndon B. Johnson established the President's Commission on the Assassination of President Kennedy, which became universally known as the Warren Commission after its chairman, Chief Justice Earl Warren. Its mandate was to investigate the circumstances surrounding Kennedy's assassination and the subsequent killing of accused assassin Lee Harvey Oswald. 

Only seven men were appointed to the Commission, and Lorraine Cooper's husband was one of them. The membership consisted of Chief Justice Earl Warren, Senators Richard Russell and John Sherman Cooper, Representatives Hale Boggs and Gerald Ford, former CIA Director Allen Dulles, and diplomat and attorney John J. McCloy. Senator Cooper therefore became one of a remarkably small group entrusted by the President of the United States with examining one of the most consequential crimes in American history. 

Cooper brought an unusually extensive background to that responsibility. Before his Warren Commission appointment, he had served as a Kentucky legislator and judge, United States senator, American ambassador to India and Nepal, adviser at NATO meetings, United Nations delegate, and Army officer during World War II. His official Warren Commission biography specifically recorded this broad judicial, legislative, diplomatic, and military experience. 

The Warren Commission conducted its investigation throughout 1964. Its work examined evidence relating not only to Kennedy's assassination but also to Oswald's subsequent death at the hands of Jack Ruby. The Commission submitted its final report to President Johnson on September 24, 1964, with John Sherman Cooper's name appearing among the seven Commission members formally transmitting the report to the President. 

This creates an extraordinary association for the present artifact. Jacqueline Kennedy personally inscribed this engraving to the wife of one of the seven men who would be entrusted with investigating her husband's assassination. The connection transforms the piece from an attractive First Lady autograph into an artifact with a direct and unusually poignant association to the aftermath of November 22, 1963.
