Dear Mr. Engle:
Many thanks for your letter of November second with respect to agricultural policy.
In these days of high feeling about many matters concerned with farm policy, it is reassuring to get a constructive discussion such as your letter develops.
I believe it is entirely possible to proceed to make our present farm policies better in meeting the needs of farmers and of consumers. Agriculture is an industry whose highly competitive nature admits of great potential instability. To deal with this situation, the Congress over many years has evolved various programs designed to deal with this problem. Some aspects of these programs are good; other aspects need improvement.
As you know, the Administration, as well as the committees of the Congress, are currently engaged in a most intensive inquiry into just how this improvement can be carried out. The Administration will present its program to the Congress in January, and we are confident that it will be a program that makes sense to farmers, to taxpayers, and to consumers.
